Frequently Asked Questions
What is the Toll Assistance Program (TAP)?
The TAP eliminates toll charges along specific TEXpress highway corridors for qualified North Texas drivers. The goal is to lessen the financial burden on individuals and families who need to get to work or school, to buy necessary items like food and medicine, and generally conduct their daily business and lives more reliably and safely.
Who is eligible for TAP?
Any individual or household currently receiving SNAP or WIC, is eligible. You must also be the registered owner of a non-commercial vehicle with a valid license plate.
Where is TAP available?
TAP is available for use in the TEXpress managed (tolled) lanes within the following North Texas highway corridors:
- State Highway 183/121 (Airport Freeway) between Euless and North Richland Hills
- Interstate Highway 820 (Northeast Loop 820) between North Richland Hills and Fort Worth
- Interstate Highway 35W in Fort Worth
- Interstate Highway 635 (LBJ Freeway) between Farmers Branch and Dallas

How do I sign up?
There is a sign-up form at http://www.texpresslanes.com/about/texpress-toll-assistance-program.
What information do I have to provide and how will it be used?
You will be asked to complete a short online application and submit the following:
- Proof of SNAP or WIC enrollment
- Copy of valid driver’s license
- Vehicle license plate number and/or toll tag number (NOTE: you do NOT have to have a TollTag to enroll in this program)
While you will access the online application from the TEXpress website, we do not store or have access to your personal information. Your application and documentation are transmitted directly to Child Poverty Action Lab (CPAL), which reviews each application and confirms eligibility for TAP. CPAL then provides TEXpress with a list of eligible license plate numbers and/or TollTag numbers. We input those into our toll management system, so that when our toll gantries read your license plate or TollTag, the tolls will be zeroed out.
We understand you may be worried about sharing your information. To help protect your privacy, CPAL will collect and review all applications. We will only have access to your license plate number and/or TollTag number, and nothing else.
What happens after I submit the online application?
CPAL will review and verify your eligibility, and then, if you qualify, they will send you an email approving your TAP enrollment. Eligible license plate numbers and/or TollTag numbers are then sent back to TEXpress. The entire process takes approximately five to seven days.
How often will I have to provide verification?
Once your eligibility is confirmed and you are enrolled in the program, there is no monthly re-verification necessary during the benefit period. As long as you are enrolled in SNAP or WIC, you are enrolled in TAP.
What are the benefits to driving in the TEXpress lanes if I haven’t driven them before?
With the expansion of these highway corridors, including the addition of continuous frontage roads, we have significantly reduced congestion in all lanes.
Plus, we recently finished construction on the North Tarrant Express, adding two new TEXpress lanes along Airport Freeway and two new main lanes along Northeast Loop 820.
With the TEXpress lanes, you are guaranteed a minimum travel speed of 50 mph, although the average speed at peak time is 70 mph. Average speed in the main (free) lanes during peak times is 45 mph.
All this to say, there are tens of thousands more drivers on the road as more people move to North Texas each day, yet congestion has not increased. If you are concerned about getting to work or school, or making a flight at DFW, or getting to a job interview or doctor’s appointment on time, TEXpress lanes give you an option to get you where you need to go more quickly, reliably and safely. And with TAP, there will be no expense to you. That is added peace of mind, without any financial expense to you or your family.
If you have been hesitant to use the TEXpress tolled lanes because of the cost, we encourage you to enroll in TAP and try them out to see if they provide a benefit to you and your family.
