For the 13th consecutive year, the LBJ Express concession hosted a guided tour for attendees of the Public-Private Partnership Conference (P3C), held in Dallas from April 7–9, 2025. Participants were treated to a firsthand look at the LBJ Express – one of Texas’ most significant public-private partnership (P3) transportation projects. The 13.3-mile, $2.6 billion highway reconstruction project along I-635, I-35E, and Loop 12 was completed in September 2015, and continues to serve as a national model for successful public-private partnership delivery.
Tour guests received an up-close view of the innovative managed lanes (TEXpress Lanes), gaining insight into the project’s operations and maintenance and how real-time traffic data is used to dynamically adjust toll rates, effectively reducing congestion and improving travel times along the highway.
The tour was led by Ruben Roman, Deputy CEO for LBJ/NTE/NTE 35W, Robert Hinkle, Corporate Affairs Director for LBJ/NTE/NTE 35W, and Heather DeLapp, Public Relations Director for North Tarrant Infrastructure (NTI). They provided an overview of the history of the LBJ Express project and how it continues to serve as a leading example of how private infrastructure innovation can lead to value creation resulting from public-private partnerships.
The tour ended at the concession’s North Texas headquarters, where guests listened to a brief presentation to learn about the facts and benefits of the TEXpress Lanes, followed by a behind-the-scenes tour of the Traffic Management Center (TMC).
Chelsi Garcia, TMC Supervisor, provided an inside look at how the team leverages advanced systems for round-the-clock roadway surveillance, weather tracking, and incident response—optimizing traffic flow and ensuring driver safety along the highway.
The final stop was the LBJ Maintenance Yard, where Greg Joslin, Roadway Maintenance Manager, highlighted the team’s responsibilities from routine upkeep to major repairs to ensure safety and quality on both the general-purpose and managed lanes.
This annual tour continues to showcase the LBJ Express as a benchmark in P3 innovation—illustrating how strategic partnerships, innovative technology, and community collaboration create long-term value for North Texas motorists.
